Section 13:103-6.1 - Juvenile access to courts(a) The provisions of this subchapter apply to juveniles residing in residential community homes.(b) Juveniles have a constitutional right of access to the courts and appropriate access to reasonable legal services, which shall include the following: 1. Establishment and use of a juvenile law library;2. Photocopying services;3. Opportunity to make legal telephone calls (see 13:103-6.7 and 8.30);4. Provision of writing supplies, when needed;5. Use of word processing resources to the extent that they are available;7. Payment of postage for indigent juveniles. N.J. Admin. Code § 13:103-6.1
