Section 1:30-2.5 - Effect of statement for proposed rule

The statements for a proposed rule (1:30-5.1(c) ) and for any change upon adoption of a rule (1:30-6.1(b)12 through 15) are not part of the rule, but are intrinsic parts of the proposal and adoption as published in the Register. As such, these statements may be used in interpreting the rule.
