As used in these rules, "undue hardship" means a hardship which arises from a unique circumstance which unreasonably restricts the ability of a water well contractor or pump installer to obtain a license, or the ability of a water well contractor or land owner to construct a well or the ability of a pump installer or land owner to install a pump.
