Section Tra 202.04 - Standards of Conduct for the Presiding Officer(a) The presiding officer shall perform all assigned duties impartially.(b) The presiding officer shall perform all duties diligently, to the end that departmental hearings are conducted with reasonable dispatch and promptness.(c) The presiding officer shall know the law and the rules governing the department in general and the proceeding in particular.(d) The presiding officer shall maintain order and decorum in proceedings before the department.(e) The presiding officer shall be patient and courteous to all persons who participate in the hearings process.(f) The presiding officer shall not engage in ex parte communications with participants in a hearing, other than the following:(1) Communication regarding scheduling of hearings;(2) Requests for copies of rules, or other documents; or(3) Other procedural matters not dealing with the substantive issues presented by the proceeding.N.H.
