Pursuant to RSA 284:21-h, II, all lottery agents, excluding the lottery sales offices, shall receive a minimum 5 percent commission basis for services rendered, and a 10 percent commission on those sales made during a fiscal year which exceed the sales made during the previous fiscal year.
