Section Sw 101.03 - Duties and Rulemaking Authority The chief duties of the lottery commission in relation to RSA 541-A are as follows:
(a) The lottery commission oversees the operation of the granite states lottery, also known as the New Hampshire lottery commission. The operation is under the supervision of an unclassified executive director, established under RSA 94:1-a. The operation is divided into 2 functions, a games management function, and a finance and administration function as authorized under RSA 284:21-i, I.(b) Under RSA 284:21-i, the rulemaking authority is delegated directly to the commission. Although the lottery enforces the policies which have the effect of law under RSA 541-A, it has no independent rulemaking authority.N.H. Admin. Code § Sw 101.03
