N.H. Admin. Code § Soil 301.01

Section Soil 301.01 - Application Process
(a) A person wishing to become an apprentice soil scientist or wetland scientist shall submit the following;
(1) A completed application for "Application for Soil or Wetland Scientist Apprentice" as described in Soil 301.02(b);
(2) If the applicant answered in the affirmative to any of the yes or no questions on the "Universal Application for Initial Licensure" form, provide a detailed description of the incident(s); and
(3) A completed "Professional Reference Form" described in Soil 301.06(a);
(4) A certified copy of transcripts from all post-secondary institutions attended, as described in Soil 301.02; and
(5) The application fee specified in Plc 1002.31.
(b) A person wishing to become certified as a soil scientist or wetland scientist shall submit the following:
(1) A completed application for "Application for Initial N.H. Certification as Soil Scientist or Wetland Scientist" as described in Soil 301.02;
(2) A certified copy of transcripts from all post-secondary institutions attended, as described in Soil 301.02;
(3) References specified in Soil 301.06(a);
(4) Copies of at least 6 maps as follows:
a. For wetland scientists, the maps shall be described in Soil 302.04; and
b. For soil scientists, the maps shall be as described in Soil 302.02(h);
(5) A passing score on the examination described in Soil 303;
(6) If the applicant answered in the affirmative to any of the yes or no questions located on the "Application for Initial N.H. Certification as Soil Scientist or Wetland Scientist", provide a detailed description of the incident(s); and
(7) The application fee specified in Plc 1002.31.
(c) If the OPLC, after receiving and reviewing a completed application packet complying with Soil 301.01 (a) or (b), requires further information or documents to determine the applicant's qualification for certification, the OPLC shall:
(1) Notify the applicant in writing within 30 days; and
(2) Specify the information or documents it requires.
(d) An application shall be considered to be complete on the first date that the OPLC has received:
(1) The completed application packet described in (a) or (b) above; and
(2) Any additional information or documents which have been requested pursuant to (c) above.
(e) The application shall be denied if the application packet is not complete within one year of the receipt by the OPLC of the application-form part of the application packet.
(f) The OPLC shall issue written approval or denial of an application within 60 days of the date that the application packet is complete.
(g) Any applicant wishing to challenge the OPLC's denial of an application for initial certification as shall:
(1) Make a written request for a hearing of the applicant's challenge; and
(2) Submit this request to the OPLC:
a. Within 60 days of the OPLC's notification of denial; or
b. If the applicant is on active military duty outside the United States, within 60 days of the applicant's return to the United States or release from duty, whichever occurs later.
