"Incident assessment" means determining what chemicals or compounds are present, the level of hazard of each, an estimate of quantities of each, the area in and surrounding the chemicals or compounds, and the risk of spread, and determining an appropriate response mitigation plan and personnel, equipment, and material required for that response.
