N.H. Admin. Code § Saf-C 403.21
When vessels powered with inboard or outboard motors are racing or running time trials in a program and on a course which has been approved by the commissioner, pursuant to Saf-C 413, the vessel shall be equipped with a deadman's throttle, also known as a kill switch.
