"Builder/dealer" means any person who sells, leases, or erects modular buildings that have been certified pursuant to these rules and is required, by and through contractual obligation to the end purchaser, to be responsible for the site installation of the modular unit upon the foundation and the completion of said modular unit in accordance with corresponding plans, specifications, and the manufacturer's site reference manual.
