Explosive materials shall not be transferred from one vehicle to another upon any highway within the state of New Hampshire without informing the local fire and police departments. In the event of breakdown or collision, the driver shall notify the local fire and police departments. Explosive materials shall be transferred from the disabled vehicle to another only when proper and qualified supervision, as provided by the local fire and police departments, is present.
