Section Saf-C 1314.08 - Restraining Devices(a) Seat frames may be equipped with attachments or devices to which belts, restraining harnesses or other devices may be attached.(b) In the event attachment framework or anchorage devices are installed, they shall meet or exceed the requirements of FMVSS 210 as was in effect on the date of manufacture for the school bus.(c) In the event seat belt assemblies are installed, they shall meet or exceed the requirements of FMVSS 209 as was in effect on the date of manufacture for the school bus.(d) Child restraint systems, if used to facilitate the transportation of pupils who in other modes of transportation would be required to use a child, infant or booster seat, shall meet or exceed the requirements of FMVSS 213 and 222 as was in effect on the date of manufacture for the school bus.(e) Safety vests, if used to facilitate the transportation of pupils, shall:(1) Not be used in lieu of a properly designed seat restraint system;(2) Be equipped with crotch straps, so as to prevent the pupil from sliding into the vest and suffering impaired breathing;(3) Have a 4-point attachment to the seat back belt;(4) Be firmly anchored to the seat back belt;(5) Contain the following label: WARNING THIS RESTRAINT MUST ONLY BE USED ON SCHOOL BUS SEATS; and(6) Meet or exceed the requirements of FMVSS 213 as was in effect on the date of manufacture for the school bus.(f) A pupil wearing a safety vest pursuant to (e) above, shall be seated in the rearmost seat. (g) If unable to be seated in the rearmost seat pursuant to (f) above, the seat behind the pupil wearing the safety vest shall be unoccupied or occupied by a restrained pupil.N.H. Admin.
