Section Res 216.01 - Requests for Rule Explanation(a) Within 30 days after the adoption of a rule, any interested person may request that the department, through the commissioner, issue a statement explaining the following:(1) The principle reasons for and against adoption of the rule in its final form; and(2) Reasons why the department overruled arguments and considerations against the rule.(b) Rule explanation requests shall be received and disposed of in the following manner: (1) Requests shall be submitted to the office of the commissioner;(2) When a request for rule explanation has been received by the commissioner, the commissioner shall issue a statement responsive to the request within 60 days.
