Section Res 102.03 - Division of Forests and Lands(a) The division of forests and lands shall be responsible for the maintenance, protection, conservation, multiple use, and rehabilitation of forests for social, economic and environmental benefits. The director of the division of forests and lands shall be responsible for the execution of all matters pertaining to forestry, forest management and forest lands within the state. The division shall consist of 5 bureaus which shall be directly responsible to the director of the division of forests and lands.(b) The forest protection bureau shall be responsible for fire detection, prevention, presuppression and suppression in all New Hampshire woodlands. The bureau shall enforce the timber harvesting and forest fire laws of the state. The bureau shall also be responsible for carrying out programs to monitor and assess forest health, and detect and reduce the incidence and severity of forest insect and disease infestations.(c) The forest information and planning bureau shall deliver information to the general public, landowners, homeowners, communities, and professional resource managers and educate citizens about the value of forest resources and forestry. The bureau shall be responsible for the management of Shieling Forest and the Urban Forestry Center. The bureau shall also collect information concerning the state's forest resources and uses and conduct comprehensive statewide forest resource planning.(d) The land management bureau shall be responsible for acquisition of land for expansion of the state reservations and state easements. The bureau shall also be responsible for the disposal of land surplus to the department's needs. Also, the bureau shall maintain the entire department's land records and maintain and survey boundaries of all department properties. Mining permit programs, special use permit programs and leased lands shall also be administered by the bureau.(e) The forest management bureau shall be responsible for the forest management of all reservations and forest lands under the jurisdiction of the state. The bureau shall also be responsible for the cultivation and the sale of seedlings through the state forest nursery and the research, demonstration, and promotion of scientific forestry through the Fox Research Program. Also, the bureau shall maintain oversight and protection of rare and imperiled native plants through the natural heritage inventory program.(f) The cooperative forestry and wildlife bureau shall, through a memorandum of understanding with the university of New Hampshire cooperative extension, support and implement a joint forest resources education program to provide education, information and technical assistance about the values, utilization and stewardship of forest resources.N.H.
