Before terminating any customer's telephone service for any reason other than customer request or customer non-payment of amounts billed for prior services rendered, ELECs providing local service and ILECs shall provide at least10 days' notice to the customer. This notice shall include a description of the process by which the customer may transfer the telephone number to another provider.
