The purpose of this chapter is to set out the process by which the board acquires sufficient information to make fair and reasoned decisions on matters within its statutory jurisdiction, including decisions on applications and complaints filed against licensees. These rules are intended to secure the just, efficient and accurate resolution of all board proceedings.
