Section Plc 206.21 - Inquiry by Presiding Officer or Panel Members; Cross-Examination(a) The presiding officer shall make such inquiry of witnesses or participants as the presiding officer believes necessary to develop a sound record for decision.(b) If the adjudicative hearing is being held by a policy-autonomous board or if there is a panel pursuant to Plc 206.08(c) or (d), the presiding officer shall allow the board or panel members to make such inquiries as are necessary for a full understanding of the issues to be determined.(c) The presiding officer shall allow the participants or their representatives to cross-examine each witness, including any witness allowed to testify via electronic means pursuant to Plc 206.20(g), at the conclusion of the testimony of the witness.N.H.
