"Welding and hot work" means the use of tools or operations in the construction, maintenance, or repair of a vessel, pier, or the shore facility involving open flames or producing heat or sparks, including the burning, cutting, riveting, or bonding of metal by applying heat, sometimes with pressure and sometimes with an intermediate or filler metal having a high melting point.
