Section Pari 1002.13 - Free play

"Free play" means any bingo card, or sheet for a bingo game, other than a winner-take-all or carry-over-coverall, offered by coupon or any other means during a licensed bingo event which only certain persons are awarded for no cost or for a cost less than that listed on the game schedule if that person meets the criteria specified in in the organization's house rules.
