Section Par 210.08 - Reopening the Record(a) At any time prior to the issuance of the decision on the merits, the presiding officer, on the presiding officer's own motion or the motion of any party, shall reopen the record to receive relevant, material and non-duplicative testimony, evidence, arguments or exhibits not previously received.(b) If the presiding officer determines that such testimony, evidence, arguments or exhibits are necessary for a full consideration of the issues which form the subject of the hearing, the record shall be reopened to accept the offered items.N.H.
