Section Mhp 211.03 - Limitations on Public Participation The board's chair or other person designated by the board to preside over a hearing shall:
(a) Refuse to recognize for speaking or revoke the recognition of any person who: (1) Speaks or acts in an abusive or disruptive manner;(2) Fails to keep comments relevant to the proposed rules that are the subject matter of the hearing; or(3) Restates more than once what he or she has already stated; and(b) Limit presentations on behalf of the same organization or entity to no more than 3 provided that all those representing such organization or entity may enter their names and addresses into the record as supporting the position of the organization or entity.N.H.
