Upon notification of outstanding code violations resulting in the non-issuance of a certificate, the owner or the elevator company may petition the commissioner of labor for a waiver. Said petition shall be in writing and demonstrate that the enforcement of a particular rule is unreasonable and noncompliance shall not compromise public safety. No waiver shall be granted on economic consideration only.
