Section He-Hea 802.01 - Determination of Need for New Psychiatric Inpatient Beds(a) "Population" means the total number of inhabitants in the state of New Hampshire as provided by the United States 2010 population census.(b) "35" means 35 beds per 100,000 population.(c) "Psychiatric hospital bed inventory" means the total number of psychiatric inpatient beds located in acute care hospitals and psychiatric inpatient hospitals.(d) To determine the need for psychiatric inpatient beds, the board shall multiply the population by 35, divide this result by 100,000, and then subtract the psychiatric hospital bed inventory from this result, as in the formula below: Bed Need = ((Population x 35) / 100,000) - current psychiatric hospital bed inventory.
(e) The unmet need shall be the difference between the calculated need and the total number of beds in the current inventory.(f) The board shall make a determination of unmet need for psychiatric inpatient beds: (1) Upon adoption of this chapter; and(2) Annually thereafter on February 1.(g) Notwithstanding paragraph (e) above, the board shall accept a request for additional psychiatric inpatient beds that demonstrates that a need exists for additional psychiatric inpatient beds or services to meet the needs of N.H. residents that are unserved or underserved as a direct result of any statewide reduction of beds at the state's psychiatric hospital. Any request for such beds shall not exceed that number of beds reduced.(h) Demonstration of need shall be in the form of a report to the board which:(1) Quantifies the unmet need;(2) Explains the methodology used to quantify the unmet need; and(3) Identifies the population which does not have access to care due to:c. Geographic location; ord. The unavailability of special service needs thus limiting access to care.(i) Prior to the submission of any report to the board as outlined in paragraph (h) above, the proposal shall receive approval from the commissioner of the department of health and human services validating the need for additional beds for the number and location as described therein.(j) Notwithstanding paragraph (e) above, the board shall accept a request for additional psychiatric inpatient beds up to a 10 bed unit in those instances where access to services causes a person to travel beyond a 45 mile radius or 60 minute travel time from his or her residence.N.H.
