Section He-Hea 208.03 - Right to Counsel(a) Parties and witnesses in adjudicative proceedings shall have the right to be represented by legal counsel, but the party shall designate the attorney as its representative pursuant to He-Hea 204.02(c).(b) Requests for appointment of counsel shall not be entertained, and the board shall have no responsibility for the legal expenses of any CON holder, applicant, petitioner, intervenor, witness or party to a proceeding.N.H.
