This part shall apply only to newly eligible adults for whom enrollment in HIPP is a condition of medicaid eligibility under 42 USC §1396 a(a) (10) (A) (i) (VIII) and RSA 126-A:5, XXIII. Enrollment in HIPP shall be voluntary for all other medicaid recipients.
