The purpose of these rules is to establish standards and procedures for the determination of eligibility, the development of service agreements, and the provision and monitoring of services that maximize the ability and decision-making authority of persons with acquired brain disorder, and
promote each individual's personal development, independence, and quality of life in a manner that is determined by the individual.
