Section He-C 205.06 - Opening the Hearing(a) The presiding officer shall open a non-adjudicatory public hearing by describing in general terms the purpose of the hearing and procedures governing its conduct.(b) After the opening statement the presiding officer shall receive comments from the persons attending the hearing.
