The board shall conduct various proceedings for the purpose of acquiring sufficient information to make fair and reasoned decisions on matters within its statutory jurisdiction, including decisions on applications for licensure or registration and complaints filed against licensees or registrants. These rules shall be construed to secure the just, efficient and accurate resolution of all board proceedings.
