Instructors teaching in-person hunter education courses or field days shall be permitted to charge a maximum fee of $5.00 per student to cover incidental expenses related to the course, such as space rental, utilities, mailing, or copying, but such fee shall not be used towards education instruction or material provided by the department and shall not exceed the costs incurred by the instructor.
