(b) Public records, not otherwise declared confidential by law, shall be available for inspection by appointment.(c) A person who receives copies of documents in response to a request pursuant to (a) above, shall be assessed the fee, as provided in RSA 91-A:4, IV.N.H. Admin. Code § Fire 103.01
