The board's chair or other person designated by the board to preside over a hearing on proposed rules shall:
(a) Refuse to recognize for speaking or revoke the recognition of any person who:(1) Speaks or acts in an abusive or disruptive manner;(2) Fails to keep comments relevant to the proposed rules that are the subject matter of the hearing; or(3) Restates more than once what he or she has already stated; and(b) Limit presentations on behalf of the same organization or entity to no more than 3, provided that all those representing such organization or entity may enter their names and addresses into the record as supporting the position of the organization or entity.N.H.
