Section Esb 203.08 - Limitations on Public Participation(a) In conducting hearings the chairperson or a designee, at any time before or during a public hearing shall:(1) Refuse to recognize a person who refuses to comply with Esb 203.07 above;(2) Revoke recognition of a speaker who does not comply with Esb 203.07 above;(3) Limit the amount of time each speaker may speak to the discretion of the chairperson as time and speakers necessitates; and(4) Limit presentations from an interest group or organization to no more than 3 spokespersons, provided that the members of the interest group who are present may enter their names and addresses into the record as supporting the position of the group or organization.(b) Pursuant to RSA 541-A:11, the chairperson or the designee shall continue the hearing if:(1) The time allotted is not sufficient to give each person who wishes to speak an opportunity to do so; or(2) The capacity of the room does not accommodate the number of persons who wish to attend.N.H.
