"Facility" means a location or system for storing sludge for longer than 8 months or for the processing, treatment, or disposal of sludge, other than land application. Facilities include, but are not limited to, lagoons, sludge treatment facilities, sludge monofills, sludge transfer stations, and locations where sludge is treated or mixed with other sludge or other material for shipment off site. The term does not include a location where all sludge being mixed is class A biosolids and the biosolids are mixed only with non-sludge material.
