Section Env-Wq 509.03 - Solicitation of Proposals(a) Prior to soliciting proposals, the recipient shall submit a copy of its request for proposals (RFP) for a particular wastewater project to the department. (b) The department shall review the RFP to ensure that the RFP accurately describes the project for which bids are being solicited.(c) The recipient shall:(1) Modify the RFP if necessary in response to comments provided by the department, if any; and (2) Send the RFP to at least 3 listed engineers.(d) If the recipient does not receive 3 proposals in response to the initial solicitation, the recipient shall send the RFP to at least 3 additional listed engineers.(e) Department review of the RFP shall not release the recipient from its obligation to prepare an accurate RFP to provide to potential bidders.N.H.
