"Disposal" means the final discharge, deposit, injection, or dumping, spilling, leaking, incinerating, or placing of septage into or onto any land so that such septage or any constituent thereof may enter the environment, be emitted into the air, or be discharged into any surface water or groundwater. Disposal includes any placement of septage onto land in excess of agronomic rates as determined pursuant to Env-Wq 1608.08(i).
