"Beneficial use" means taking advantage of the nutrient content and soil conditioning properties, or both, of septage or filtrate by supplying agronomic and soil conditioning benefits such as the nitrogen, phosphorus, micronutrients, or organic matter needs for a crop, forested land, or a nursery. Beneficial use includes land application at agronomic rates.
