Section Env-WC 203.15 - Presiding Officer(a) The presiding officer for an appeal shall be the chairman of the council or a member of the council designated by the chairman.(b) The presiding officer shall: (1) Rule on issues of evidence;(2) Regulate the course of the proceeding;(3) Rule upon issues of procedures;(4) Administer oaths or affirmations; and(5) Take such other action that is necessary for the efficient and orderly conduct of the proceeding, consistent with these rules and any other applicable state law.(c) Exceptions to rulings of the presiding officer in an appeal shall be considered to have been preserved if a contemporaneous oral or written objection is: (1) Made on the record of the appeal; and(2) Included in a motion for rehearing.N.H.
