Section Env-WC 202.04 - Presiding Officer(a) The presiding officer at a meeting shall be the chairman of the council if present and willing to preside. If the chairman is unavailable for any reason, the presiding officer shall be the vice-chairman, if available, or a member of the council selected by those members present at the hearing.(b) The presiding officer at a meeting shall regulate the course of the meeting and take such other action that is necessary for the efficient and orderly conduct of the meeting, consistent with these rules and any other applicable state law.N.H.
