"Collection, storage and transfer facility" means a facility which collects waste from any location, stores the waste for a limited period of time and subsequently transfers the waste to another location without having changed the characteristics of the waste as received except by having sorted, packaged or compacted the waste. The term includes "transfer station" as defined by Env-Sw 104.54, "recycling facility" as defined by Env-Sw 104.20, stockpiles of waste, and collection devices such as dumpsters.
