Any person may request the council to waive, for good cause, the application of any of these rules not mandated or required by any New Hampshire statute. Requests made prior to or subsequent to a hearing shall be made in writing and shall state the basis for the request. Requests made at a hearing may be made orally, stating the basis for the request, and shall be entered into the record. If no party objects to the waiver and if the council determines that good cause for the waiver exists and the interests of the parties to the proceeding will not be prejudiced by the waiver, the council shall grant the request. For purposes of this section, good cause shall be determined with reference to the specific rule for which a waiver is sought.
