(a) For the purpose of general proceedings, any individual, partnership, joint venture, association, corporation, trust, private or municipal corporation, and any political subdivision or agency of the state or the United States; or(b) For the purpose of an appeal of a decision under a specific statute, "person" as defined by that statute.
