"Permanently retired" referring to a greenhouse gas allowance or credit means a greenhouse gas allowance or credit that has been placed in a retirement account controlled by the jurisdiction that generated the allowance or credit, or has been placed in an allowance retirement account controlled by the department, or has otherwise been rendered unusable.
