Section Env-A 4602.70 - Second control period interim adjustment for banked allowances

"Second control period interim adjustment for banked allowances" means a reduction of the total allocation of budget allowances in the CO₂ budget trading program base budget for allocation years 2015 through 2020 equal to the total number of banked allowances allocated during allocation years 2012 and 2013, in excess of the aggregate quantity of CO₂ emissions from all CO₂ budget sources in all of the participating states in the second control period.
