Section Env-A 4602.43 - First control period interim adjustment for banked allowances

"First control period interim adjustment for banked allowances" means a reduction of the total allocation of budget allowances in the CO₂ budget trading program base budget for allocation years 2014 through 2020 equal to the total number of banked allowances allocated during allocation years 2009, 2010, and 2011, in excess of the aggregate quantity of CO₂ emissions from all CO₂ budget sources in all of the participating states in the first control period.
