Section Env-A 3101.02 - Scope(a) Except as provided under part Env-A 3103.07, any source may generate a DER by reducing emissions, in the amount determined under part Env-A 3103.02. DER generators shall certify that DERs are real, properly quantified, and surplus.(b) Any person may, at any time, transfer, buy, sell, trade, or otherwise convey DERs to another person in any manner in accordance with the laws of New Hampshire.N.H.
