"Principal investigator" means the person to whom a permit is granted, whether that person is acting as an individual or representing an institution or other entity, and is the person directly responsible for the field investigation and who is held accountable for the activities of the project, the quality of the reports, and the accurate, adequate, and timely completion of the reports.
