Section Cub 203.03 - Conduct of a Rulemaking Hearing(a) Rulemaking hearings shall be presided over by the chairperson of the board or the chairperson's designee.(b) The presiding person shall:(1) Establish the speaking order of those who wish to be heard from a speaker's list;(2) Cause a record to be made;(3) Limit the amount of time each speaker may speak, as the number of speakers and amount of time necessitates;(4) Revoke a speaker's recognition to speak for reasons provided in Cub 203.04(c);(5) Effect the removal of any person who disrupts the hearing; and(6) Adjourn the hearing or pursuant to RSA 541-A:11, recess the hearing and reconvene a hearing at a later date if:a.The number of speakers exceeds the allotted time for the hearing; orb.The capacity of the room does not accommodate the number of persons who wish to attend.N.H.
