Pursuant to RSA 162-L:16, following the executive director's determination of final grant awards and the committee's consent, the approval of the governor and council shall be required. A contract between the applicant and the authority shall then be signed. In order for funds to be released, the contract shall be approved by the governor, attorney general and executive council.
