Section Box 206.18 - Presiding Officer(a) The presiding officer at a hearing shall be the chairman of the commission if present and willing to preside. If the chairman is unavailable for any reason, the presiding officer shall be a member of the commission selected by those members present at the hearing.(b) The presiding officer shall as necessary:(1) Regulate the course of the hearing;(2) Rule upon issues of procedure, except as otherwise specified;(3) Administer oaths or affirmations;(4) Rule on issues of evidence;(5) Question any person who testifies; and(6) Take such other action that is necessary for the efficient and orderly conduct of the hearing, consistent with these rules and any other applicable state law.(c) The presiding officer shall open the hearing by describing in general terms the purpose of the hearing and the general procedures governing its conduct, and shall then proceed in accordance with this part.N.H.
