Once a notice of hearing has been issued in an adjudicatory proceeding, no party shall communicate with any member of the board, or the presiding officer, concerning the merits of the case except upon notice to all parties and granting an opportunity for such party or parties to participate. In accordance with the rules of this chapter, no party shall cause another person to make such communications or otherwise engage in conduct prohibited by RSA 541-A:36.
